Simon Serrailler is faced with that most complicated of investigations—a cold case. With freak weather and flash floods all over southern England, half of Lafferton is afloat. A landslip on the Moor has closed the bypass and, as the rain slowly drains away, a shallow grave—and a skeleton—are exposed. It doesn't take long to identify the remains as those of the missing teenager, Harriet Lowther, who was last seen carrying a tennis racket while waiting for a bus. But that was sixteen years ago. How long will it take to trawl through the old, stale evidence and assess it anew? The Lafferton force is struggling with staff shortages and economies, and Simon has to do a lot of the legwork on his own. Meanwhile, his sister, Dr. Cat Deerbon, is fighting for extra funding for the hospice which is threatened with cuts and closures.

Narrator Steven Pacey portrays Senior Investigating Officer Simon Serrailler, of the village of Lafferton, in the south of England. Serrailler is shorthanded in his investigation of the murder of teenager Harriet Lowther, who was last seen 16 years earlier waiting at a local bus stop. Now, after heavy rains, her skeleton has been uncovered in a shallow grave. Pacey engages listeners with this cold case and its victim, as well as its investigators, as Serrailler painstakingly rebuilds the murder. Pacey expertly conveys Serrailler's compassion as he questions Harriet's father and others who knew her in search of clues to her death. Pacey's transitions between characters, dialects, and males and females are flawless. He keeps the pace on track while allowing no interruption in the mounting suspense. Quality-of-life issues figure prominently in Hill’s thought-provoking sixth procedural featuring Chief Supt. Simon Serrailler (after 2010’s The Shadows in the Street). Skeletal remains unearthed by a torrential rainstorm that floods the English city of Lafferton are quickly identified as those of Harriet Lowther, a 15-year-old schoolgirl who disappeared 16 years earlier after last being seen at a bus stop. Serrailler must conduct the subsequent cold case murder inquiry with limited staffing. As he grinds through old interview reports and seeks out living witnesses to Lowther’s actions on the day she vanished, he meets a married woman whose husband is debilitated by Parkinson’s. Meanwhile, a patient of his physician sister contemplates suicide on learning of a fatal diagnosis, and another local grapples with finding a suitable facility for a loved one subject to increasingly violent outbursts. Fully realized characters and efficient prose more than compensate for an unconvincing twist.
